    What Is the UIIA?

The Uniform Intermodal Interchange and Facilities Access Agreement (UIIA) is the industry-standard contract administered by the Intermodal Association of North America (IANA). If you pull containers from ports or railyards, the UIIA is the contract that governs how you interchange equipment with ocean carriers, railroads, and chassis providers. No UIIA-compliant insurance on file means no access to the terminal.

Truxsurance builds the coverage, confirms the endorsements each equipment provider demands, and files it directly with IANA — so your interchange status goes active the same day, not days later.

Two sets of requirements — both must be satisfied

    1. Base UIIA requirements — minimum coverages and limits every participating motor carrier must carry.

    2. Equipment Provider (EP) requirements — each ocean carrier, railroad, or chassis pool sets its own additional limits and endorsements in its EP Rules (Form 5B). A policy that satisfies the base UIIA minimum can still be rejected by a specific EP that demands more.

You select your equipment providers — your policy must meet the highest requirement among them.

    Core Coverage Requirements

Base UIIA minimums — individual equipment providers may require more.

    CoverageUIIA MinimumNotes
Auto Liability$1,000,000 CSLMust be marked "Any Auto," "Scheduled & Hired," or "All Owned & Hired." FMCSA only requires $750K for authority — UIIA requires a full $1M.
General Liability$1,000,000 / $2,000,000$1M per occurrence, $2M aggregate. Many EPs require an additional-insured endorsement.
Trailer Interchange / Physical DamageVaries by EPCovers non-owned chassis/equipment in your care. Limits generally run $20,000–$50,000 depending on the equipment provider. Must include comp, collision, fire, and theft.
Motor Truck Cargo$100,000+Most EPs require at least $100,000 per occurrence; some require up to $500,000 depending on the freight.
Workers' CompensationIf applicableSome EPs require statutory limits; state law may also require it.

    Required Endorsements & Policy Markings

UIIA filings get rejected over details, not just limits. Common requirements:

    Additional insured on auto liability

Required by all UIIA equipment providers.

Additional insured on GL, cargo, and/or trailer interchange

    Required by select EPs.

    UIIA auto liability endorsement (UIIE-1, CA 23 17, or TE 23 17B)

Your auto policy must carry a formal UIIA endorsement, completed by the insurance company. Some insurers must confirm it directly.

    Auto policy designation

Must read "Any Auto," "Scheduled & Hired," or "All Owned & Hired."

    30-day cancellation notice

UIIA Section F.6 requires 30 days' notice of cancellation to IANA (10 days for non-payment).

Because the CA 23 17 and additional-insured endorsements are not standard on most commercial auto policies, this is exactly where a broker who knows intermodal saves you a rejected filing.

    The Filing Process

IANA no longer accepts mailed or emailed certificates — filing is online only. Here's how we handle it:

    1

    Place the coverage

We place auto liability, general liability, trailer interchange, and cargo at the limits your equipment providers require.

    2

    Confirm endorsements

We confirm the UIIE-1 / CA 23 17 endorsement is on the policy and the auto designation reads correctly.

    3

    File with IANA

As a UIIA-registered agency, we submit your certificate online and add each selected equipment provider as additional insured.

    4

    UIIA status goes active

IANA verifies the filing. We track renewals so your filing never lapses — a gap pulls terminal access until corrected.

    Same-Day Filing

Once coverage is bound and endorsements are confirmed, we file with IANA the same business day. Call 1-888-254-0089 to get started.
